By the time Kosovo declared independance, or was added to the US list of
independant states, it did not meet the criteria. It only meets the
criteria that was just added, so it is a discovery entity...

"Discovery Date" is not applicable to Political entities. The
appropriate date is the "Qualifying Event" - the date on which the

the "discovery date", in this case the rule change.
If they count it retroactively, that means they do not understand

My internal source says, "immediately and *retroactive*". The interim
CEO is charged with drafting the new rules and determining the proper
"effective date". Most likely dates are 17 Feb 2008 (Declaration of
Independence) or 18 February 2008 (when the US added Kosovo to the
Department of State list of Independent States of the World:

My suspicion is that the DXCC rules change will be to add "Independent
States of the World" as an alternate to to UN Membership in (a) under
Political Entities - as "Dependencies and Areas of Special
Sovereignty" is an alternative to the list of "Non-Self-Governing
Territories" in
(c).

That is NOT true. Just log them. I have several in the log.
Prefix field
is blank, but you can enter the QSOs and save the log. Once I
release a new
country file, they will automatically be credited with the correct
DXCC
prefix.
