Hello Skip, DX4WIN uses your computer time. (period) Make sure your computer time is set correctly. Make sure your location in DX4WIN is set correctly. Either enter your grid square or your latitude and longitude. File > Preferences > Personal. The default (of you don't enter your own location) is Paul's QTH in VA, which would be an hour different than us here in the Midwest.

In earlier versions there was a place to change time or zones. Please help.
