You must have used a very old country file at one time, or made the change to Ukraine yourself. In fact, the *only* RU prefix that is mapped to Ukraine in the current country file is RU5U: RU5U,UT,1982/01/01,1993/07/01 DX4WIN 9.0x does maintain a file named "usrexcpt.dat" in your SAVE directory which contains call-to-country mappings specific to you.
