DX4WIN already has a feature to avoid duplicate QSOs.

File | Preferences | QSO tab, make sure that "LoTW" is checked under
"Label/Upl flag".  Each new QSO will have the "LoTW" flag set in your
logbook.  When you want to export for LoTW or Club Log, LoTW | Export
to LoTW.  DX4WIN will export only those QSOs where the flag is set.
It will then clear those flags, and put today's date in the "Upload
Date" field.  This will prevent them from being exported again.  You
don't have to use the LoTW flag for this, you could use the eQSL flag
instead if you don't use that service.

Personally, every time I Export to LoTW, I upload those QSOs to Club
Log.  Club Log has a feature called "LoTW Sync" where it uploads any
new QSOs to LoTW on your behalf:

One upload, two consumers.  And I don't have to remember which QSOs I
uploaded to which service.
