Thanks for the info.

I can set the Utility at 26 WPM, close it and it starts up at 26 WPM again.  
However, that does not affect DX4WIN.   DX4WIN is still starting up the keying 
window at 60 WPM.

Not sure about the Mini, but I've used the utility found on the K1EL website to 
configure a WinKey USB.   I would expect you could use it to connect to the WK 
mini and set the startup (or at least the minimum) speed.
