Is it possible that you've got a Callsign Alert set for CY9C? That will show as the same color as New DXCC regardless of whether you've worked that station or not. You can check under File->Preferences->Packet1->Callsign Alert. If you have audio alerts enabled it will give a different message, but without that it will be identical.
