I've had this happen often and for no apparent reason and no clear explanation either. I'll close the program or Microsoft decides to update and reboot while program is open. About 1/4 of the time "country.dat" is missing and can't start the program. Everything is up to date too. I used to reinstall it when this happened. But not I save a copy of the country.dat file in backup, and re-copy it to the "save" directory so that I can get it to execute again.

Copy the file to the Save subdirectory and start the program again.
