Just a wild guess – There is a difference between “Print QSL Labels” and “Print Labels in Sequence”. When answering direct QSL requests, I use “Print Labels in Sequence” so the labels come out in the same order as the stack of cards. Make sure you have “Mark for Sequenced Printing” checked under “Label Options” in File > Preferences > F2 Key
