I also had the same problem in my Dx4WIN. The problem occurs when the "DC" 
entry appears in the State field in the ENTRY window.

>From some contest, DX4WIN imported "DC" (District of Columbia) into the
State field.

But DC is not a US state, and it causes this error.

To fix this, you need to find the DC entry in the State field and delete it.
Then, in the WAS statistics, 
the "31" entry and the two QSOs in that line will be lost.

Do this: In the ENTRY window, click F8 and enter "DC" in the State field.
Delete "DC" from all QSOs.
Go to: Reports, Award, WAS, Listing Worked, OK.

Check if the "31" line (STATE) is missing in the WAS table.

To prevent this error in WAS, you need to disable the ability to enter
abbreviations other than those 
in the existing US STATES. It took me a long time to find this bug, so I'm
sharing some tips 
with other Dx4WIN users on how to fix it.

I did a LOTW import to my DX4WIN database.

All went well, but I now have a 51st state after WY, I have 31.

It shows 2 confirmed QSOs, one on 80m and one on 160m

If I click on them it does not find them.

If I do a search on "31" in the state field, I get no results.

Any thoughts?

I would think DX4win contains the database of state names.

So I have no idea how LOTW could add/change that database.

It sounds like the known feature of dx4win recording DC as the 51st state
after an LOTW import.  Search (f8) for DC in the State field and change it
to blank.
