 I run a setup almost exactly the same as you. I have no problems except i
rarely use cw and my computer is different. Indeed I have 2 IC775s connected
via the CT-17 to the remote socket(s) on the radio(s) and the 25 pin to 9
pin computer interface that you have.
So assuming all those physical connections are good, then:

On the radio I have it set to 46H and Aut Baud rate.(Automatic).

In TOOLS OPTIONS

In Log Defaults Load Band/Mode is ticked

IN HF Radio  the Connect HF Radio Serial Interface is clicked on as is the
Default DTR High ticked

I use COM2 but you can find out from your computer which com port is used
I then have
Baud Rate 4800
Parity   NONE
Word Length 8
Stop Bits   2

Can't think of anything else at the moment.
The operation is smooth both to populate band/mode and items from the CD ROM
RAC in my case. I also use an internet cluster and will populate the log
from that.
If it doesn't work still let me know.
