Just a quick guess..but this has tripped me up before: On the first page of the selection wizard there is an option "Exclude QSL Via = None". Unfortunately the default is ON. With it ON it will exclude all Q's which are set as QSL Via None. Uncheck this and try again.
Although this may not be the problem in this case, it bring up a related issue, which is allowing the user to choose his own defaults in the Wizard. If you are using the Wizard a lot, as I do, it's quite annoying to have to keep changing options time and time again when they could sustain themselves between uses.
