We examined your .adi file.  The reason that the US States are not being
populated is because there is an error in the ADIF export from your N1MM
logger program.  The ADIF standard calls for the field name for ARRL Section
to be:

ARRL_SECT

In your ADIF file, the ARRL Section field name is listed as:

ARRL_SECTION

This is an invalid entry because it is not consistent with the ADIF record
standard.

At this point, you have two choices:

1.  You can open your .adi file in WordPad and using search/replace, you
could search for ARRL_SECTION and replace with ARRL_SECT.

2.  Request a bug fix from the maker of your contest program.
