Currently if a Q has QSL VIA set as NONE, the routing flag of 1 is not
carried forward to the label data base when a QSO label is requested, rather
that flag is carried to the QSO label as 0.  This is a problem because,
later one determined a qsl manager for that Q, but when the label is
actually generated it does not contain the qsl manager information because
that flag remains at a 0.  As such you have to hand edit the QSO label data
base by changing the 0 to a 1, if you remember to do so.

Instead I would like to see that '1', which is displayed on the QSO log even
if the via is NONE, be conveyed to the QSO label data base.

The label software determines if the manager field is actually null and
properly handles the printing.

I can't see any downside to this, and it would be quite helpful.
