I looked again at the list in the Internet options window, and I do see the line I added. I had missed it because I moved it and two other lines in the file to the top of the list, but they aren't in that position in the options window.

I know the Hosts file is supposed to be in C:\WINDOWS\System\drivers\etc when running XP, and that's what the DXbase Edit Hosts file window says. I modified the Hosts file using that window, and I see in My Computer that the changes were reflected in that file, but the Tools--Options--User Options--Internet list doesn't reflect the file modifications that I made. Thinking the program was still looking in the C:\Windows folder, where it was under 98SE, I copied the updated file to that folder. Still didn't work. I rebooted in case that would make a difference (since I don't know if it's read when the PC boots or when an application looks for it), but that didn't help either. I even did a file search looking for the mysterious Hosts file that DXbase is accessing from within the Internet Options window, but no suspicious ones popped up. Any thoughts on where the old file that's being read might be hiding?
