[DXBase] Lost CW Capability

When I upgraded to 2004 I lost CW transmit capability.  I am on Win 98 and I
have run the DXB Driver Setup utility and enabled CW on Tools/Options/CW.
CW still works on DXB 2003. What did I forget?
