Terry,

In 2003, the RTS lead was hard coded to be always on.  This prevented being
able to use the RTS lead for PTT keying on some radios.  So, in 2004, it was
made a user option so that if your radio doesn't need it, you can turn the
lead off thereby making it available for PTT if you want it.  But as you
found, some radios need the RTS enabled.
