Bill, my point is that Ukraine is CQ Zone 16, not 19. But I checked into my prefix database, and now I'm even more confused. It shows a bunch of UW0 prefixes as primary UR (OK, it is Ukraine), but CQ Zones include 18, 19 and 23. They were previously UA0 in the same CQ Zones. But Alex UW0ZZ is in Ukraine, which is, unless I am very, very confused, in CQ Zone 16. This prefix database came with my DXB2003. So will the real Ukraine please stand up and identify your CQ Zone...
