Bill, The ADIF standard specifies that US State info be provided with the ADIF field name for US State. It appears your contest program did not export the US State field in its ADIF file. DXbase import expects to see US State info in the appropriate field of the ADIF record and that's why you didn't see the info imported. You can try to get a modification from your contest program to export state info in the standard field, or maybe you can manipulate the ADIF file manually yourself with a text editor such as notepad or wordpad to put the state info into the right format.
60m is not a supported band in DXbase at the current time and is not ( as best we know ) valid for any award. It will be looked at in the future. I think LOTW made a modification a few days ago to allow for the 60m band and you can download their update but I don't think it is actually used for anything at the moment. If you need the prop field in the ADIF file for every satellite QSO, you can add it to the records that are exported by DXbase by doing a simple search/replace in a text editor such as search for a sat entry and if found add the prop field. I think some others have already posted on the reflector that they did that. I'm not sure why LOTW chose to make this a required field in the first place since it was never specified that way in the ADIF standards but I'm sure they must have their reasons.
