Thanks to George, W1ZT, for the information he provided.  I was able to edit my
ADIF file to add the following to each Satellite entry:

<PROP_MODE:3>SAT

According to the ARRL LoTW site, this tells LoTW of the "propagation mode".  I
couldn't find a list of "propagation" modes on the site, but it could be there
and I just didn't find it.

I inserted <PROP_MODE:3>SAT just before <SAT_NAME:5>RS-12 for each RS-12 QSO in
the file.

I did it using search and replace in Notepad.  I replaced <SAT_NAME:5>RS-12 with
<PROP_MODE:3>SAT <SAT_NAME:5>RS-12.

I don't know if it's important where this propagation mode is entered, but it
seemed to work.  I was able to certify 63,099 QSO's with no errors.

I will be uploading this file to LoTW in a few minutes and we'll see what
happens.

George, you are probably right.  That would have to be manually added but it can
be done pretty easy with search/replace.

BTW, does anyone know why this entry is required?  Is this a mistake in LoTW to
be requiring this entry?
