As a programmer I do not see a flaw. When the list is generated new each time using a search algorithm the first callsign to meet the criteria will be chosen. CT3EE come before CT9L and that would always be the case.
Then only way to get the Card only list to stay the same would be to amend that list to add LotW contacts not on the previous list. 73 & Seasons Greetings VE3HO, Garth
