That is an intentionally misleading statement by the ARRL...what they thus 
define as participation means you work and confirm contacts but if you want 
any awards you must be a member.

Folks slice it, dice it, throw up against the wall....you do NOT get the end 
result of "participating in LOTW" ( the award..the fruit of your toil) 
unless you pay money; i.e. ARRL Membership. Then after you do that there are 
additional fees to actually get the physical award your hard work on the 
bands and your membership fees have now entitled you to.

With eQSL everything is FREE except award plaques. Award certificates are 
FREE.....

 They do accept donations.....that is up to you.
