Would just having DXBase have an option to output "band/modes" solve this? It might mean sending in more cards than you really need the DXCC desk, but you would be 100% covered, assuming they would accept them? If this were an option one could select, I would like to see how many 'extra' cards would actually be selected. Maybe not many extra at all, and it would satisify the feeling that some were being left out.
