Pretty sure it means CREDITED-accepted by DXCC (or other group) for Credit.
Pretty sure 'NO' means 'you haven't submitted it, or the submission has not yet 
be 
accepted'

I do not mark a qsl I send to DXCC desk as 'credited' until I get it back from 
them.
Sometimes qsl's are not acceptable due to a variety of reasons, usually 
insufficient 
documentation of permission to operate at that entity or...the location did not 
meet 
criteria, or..you already have credit for that entity/band/mode from a previous 
submission.
