Pretty sure it means CREDITED-accepted by DXCC (or other group) for Credit. Pretty sure 'NO' means 'you haven't submitted it, or the submission has not yet be accepted'
I do not mark a qsl I send to DXCC desk as 'credited' until I get it back from them.
