I misunderstood the original letter I guess.
I just redid the experiment and found that my system did behave as described by 
Charles.

I do have some other programs that misbehave using dual windows, LoTW is one 
where no 
matter how I try to save window locations and positions parts of LoTW open 
where they want 
to.
