I have never been able to put a handle on why DXB includes or omits some qsls.
I have made all sorts of tests and can not find the clue. But I also get an occasional qsl added or missing on the application. I've made this suggestion before, I have a workaground. Every qsl that I received that I want to be included for submission, I put a special code in the Special 1 field. C06-1 which means Card 2006-1st submission of 2006 Then in the Awards module, I tell it to only select qsls that contain C06-1 in the Special 1 field. I DO NOT mark cards waiting to be submitted as credited for DXCC until I receive the report back. Because my log is an import from maybe 2 previous logging programs (prior to DXBase) some errors crept in from those previous logging programs as to what was, was not, and should not have, been credited. Possibly a dxpedition had not offered documentation or changes in country status caused these errors. Possibly I mismarked it for Awards and DXB thinks it's still eligible. This occasionally gives me a incorrect qso if I request DXB to make the choices for me. Usually DXCC desk is correct. When they say 'previously credited' and I start searching through my cards I find they are correct and I just credited a card for the wrong country or just plain forgot. But while this workaround does require your intervention, it has been very successful for me.
