There had been a bug in the LOTW software. If station A resubmitted a log and station B had used QSL's from the original submission for DXCC credit, those QSL's would then not appear as credited. LOTW would show that they needed to be submitted again. The ARRL has since fixed this bug, but the error could still show up in your LOTW listing. It would be a good idea to check your LOTW credits to see if they are correct.
