Let me restate the question:
DXBase 2006 works just fine.
DXBase 2007 DOES not work.
I've looked at all the setting and tried different variations like 
using Port 7300 in the Hosts file, etc.
2007 can't open the connection and 2006 works like a charm.
I've upgraded AR- User to the newest and reloaded DXBase 2007

I'm sorry, I can't think of why that would be.
Only last resort is:
Do you have a firewall?
Do you use a router?
Could DXB7 have ports blocked in firewall
And if your connecting through a router, is DXB7 given permission to 'port 
forward'.
Some 'routers' internal protection require you to give permission for a program 
to access 
a port.
