I wonder if you have something screwy with your database file.
I ran the same submission report:

"Output>Awards>DXCC and in that window I select:  DXCC Award Type: 10
meters.  Additional selections are QSO Log, Cards Only, Exclude Past 
Submission, Select Only valid
for field check, combine RTTY and Digital, Exclude QSO's before 19451115."

I came up with 50 selected cards and none of them had been credited already.
I have forgot how you go about repairing the database file but It is in the 
help file.
Just open the help file and search for "repairing" without the quotes and the 
only
entry will be "database repair".

Checking what DXBase2007 has recorded as credited I run the report
"Arrl_hardcopy_style_DXCCawardcreditsliting.rpt"

That report indicates for XF4 the following awards credits:  Mixed, Phone, CW, 
40, 20, 15, 10.  Thus
I already have 10 metered credited which should mean that no new card is needed 
for just the10 meter
award.  Checking what DXBase has credited for 10 meter award I find this Q:

XF4CI 27 12 1993 10 USB Valid=Mixed+Mode, Award=DXCC, Select=null.

Since the individual band modes for DXCC awards are not endorsed by mode, this  
existing credited Q
is all that is needed for 10 meters.  
Submitting a second card will be useless.

Additional information: I find that there is a CW card already credited XF4MX 
06 03 1993 15M CW
(obviously an earlier dxpedition by XF4MX), thus no new card for the CW award 
is needed either.  But
in any case I didn't select awards for CW DXCC only for the single band 10 
meter award.

I now check the additional 14 cards on the generated list, all of them are 
Phone Q's, and not one of
them is actually needed for the 10 meter award, each of these entities have 
previously been credited
with CW cards for the 10 meter award.

I deselected 'field checking' just in case, but it made no difference, the same 
15 cards were
selected...they were already all within the 10 year window.

So to review:  The DXCC single band awards are not mode dependent or 
endorsable, thus if you have
credited a Phone Q for that entity, submitting a CW card later will not make 
any change in your
count
(credit) for that award.

I think I understand the DXCC rules in this regard, leading me to suspect the 
selection module is
picking unneeded cards.

Of course it was not my intention to just submit for the 10 meter award, I 
actually had initially
selected Mixed, Phone, CW, RTTY, 80, 40, 30,20, 17, 15, 12 and 10.  It was 
there that I could see
that cards were being selected which were unneeded, but the problem is 
essentially the same, cards
are being selected which are unneeded..and lots of them!  So to use the module 
I apparently need to
review it's output and remove lots and lots of cards.  It shouldn't be this way.

I won't mind in the least if the error is on my part, as long as someone can 
point out the error in
my analysis.
