I think you two are talking about separate things.  Jack is talking about
the "task bar" and Paul is talking about a running "process" as displayed in
the task manager.  
I hope this helps in discussing the problem.

But if the O/S is not properly informed of shutdown as a result of some
quirk, could this not create the issue?  I know earlier versions of FireFox
had the same problem.
