They're actual physical QSL cards so I don't see 
why not. The only thing "electronic" about it is 
delivering the logs to GlobalQSL. You send them 
an ADIF file of all the QSOs you want to QSL and 
pay for the quantity of cards. They then they 
physically print the cards, merge in your QSO 
data and send them out via the bureau system. In 
some large-number-of-months, you'll hopefully get 
a reply in the traditional sense via the buro.

If you receive a GlobalQSL card from someone, 
there should be no reason that it wouldn't be as 
acceptable as any other regular QSL. You get the 
card, check your log and if it's a legitimate 
QSO, you include it in your next DXCC submission.
