Bob, I'll try to address some of your comments, but I can't analyze your data for you, only you can do that to figure out what you have in your database.
1. If DXbase is asked to select QSOs for inclusion on a DXCC award, then it will select the first QSO that it encounters that meets a criteria for which you don't already have credit based on the options you set when you asked for a DXCC award to be processed in DXbase. This is not necessarily the order in which the QSOs appear in your QSO log since DXbase is looking at different database indices when it reads the database file for awards. So when you say flip a coin, in a sense I guess that's a fair statement, but sound logic as well since you asked DXbase to make the selections on its own. If you set the Select field for a QSO, then DXbase will try to use that QSO if the criteria of that QSO meets the criteria specified in your award options, AND, if that QSO is needed. In other words, if you already have credit for a 10m SSB QSO, DXbase is not going to select another QSO even if you have the Select field set because the QSO is not needed. 2. DXbase will not select a QSO where the CFM field is marked as No. So, if you have some QSOs where the CFM field is set to No, and yet the AWARD field is set to DXCC, then you must have manually set the DXCC field yourself for whatever reason. For an explanation of what the QSO fields mean and are used for, consult the help file where they are explained.
