I have used this exact procedure for at least two years. I do it once a
month when I do QSLs.  One last procedure is to download the LOTW QSLs from
LOTW and integrate them back into DXBase using "non DXB Import."

here's how I do it
I use the Wizard applet
I set Output type to 'ADIF File'
I then use the 'QSO FILTER' and clear all entries except at the top I enable

'No LOTW Submitted'
This selects only qsos not already submitted to LoTW as indicated in the 
QSLS field.
When I click on Start a window opens asking me where I wish to save this 
ADIF file and I have a created a specific folder in MyDocuments
I then give it a name ususually <mycall>.adi

At that point you will be asked if you wish to mark the qsos just selected 
as being submitted to LoTW, I answer 'Yes'.
Then DXB will search your qsos, find the one not yet submitted to LoTW and 
write/save the <mycall>.adi file in the directory.

After that, you sign that .adi file with TQSL module and upload the .tq8 
file.

Subsequent Wizard searches will then only find new qso as yet not submitted 
and will overwrite the existing saved <mycall>.adi file or you can create a 
new one.
(I overwrite).
