Rod, The short answer is "ignore" it. Unfortunately, there are a number of programs out there that violate ADIF standards by putting so-called "State" info into the ADIF field that is designated for USA states. As a result, you can get these warning messages because DXbase will not allow non-us state info into the DXbase State field. Additionally, a lot of folks mis-spell their county info and once again, DXbase will not allow mis-spelled county names into its database.
