Yes - I was logged in as Admin and I also used the right click option to run
the DXbase sateup.exe as Administrator

And I am also using a DELL 1720 :)

I had no such problem installing DXB2006 on a Dell Inspiron 1720 laptop 
running under Vista Home Premium.  Were you logged on as the administrator 
when you installed the program and registration key?  If not, I would you 
suggest you uninstall DXB and then log in as the administrator and 
reinstall.  Good luck.
