Barry,

These questions have been addressed months ago and can be reviewed in the 
DXbase Reflector Archives, along with some questions you didn't ask.

You will need to visit the Microsoft Vista Support website to obtain a .dll 
which will partially restore some of the .hlp functionality.  A copy of the 
host file is in your DXbase 2007 folder.  You will need to copy it into the 
appropriate folder where Vista has already installed a default ( empty ) 
host file.
