I run 2 soundcards for that purpose.
I use the one that is built into the motherboard for all the Windows
Sounds, music etc and a SoundBlaster PCI card for my radio stuff.

Anyone know of a way to provide audio from sound card to a 
communications program and also, somehow, get audio into your computer's 
speakers?  Right now, I have to disconnect cables if I want to listen to 
music and/or work digital stuff.
