Sorry everyone!!  I have just found out that the boundaries for
ITU Zones is different than I had found in the past -- with info just
received and looked at .. 
 
It is NOT going to be possible to write and EXE program
that would check the USA (W0 - W9) CQ and ITU Zones ..
 
The CQ Zones are fairly well "straight-forward" and programmable;
but, the ITU Zones are nearly based on "coordinates" as the
boundaries. With this in mind, the VERY BEST that could be programmed
to the STATE-level is:
 
Give the ITU Zone number that encompasses the "majority" of the
State.
 
If the DXbase user doesn't chase the ITU ZONEs, then there
is nothing lost.  Only those users who truely are into the ITU Zone
Award could be affected.
 
My program would have only been able to check the accuracy of
the  K-prefix ENTITY QSOs  that listed a STATE in the logbook.
So, there is a possibility that the percentage of any mistakes
"will" be very small.
 
In my own logbook, after running my "trial-version" of my 
EXE program (that I was working on) -- I only had 36 Errors!!
And, they were all ITU Zones..
