Jean, During the installation of DXbase, we attempt to place a host file in the normal folder location expected by Windows. I think on Vista it is c:\Windows\System32\drivers\etc but you can do a file search on host to find the exact location.
Vista does not allow our installation to overwrite your existing host file. So, the solution is to copy the host file that we place in your DXbase 2007 folder into the location where Vista expects to see it. Overwrite the existing host file with the one from the DXbase folder.
