I never agreed with this rule when I was chasing counties, always thought 
one should work stations actually in the county for the contact to be valid 
for that county, but that's the rule.

Hi Neal,

You probably known that there are about 41 Independent Cities in Virginia. 
Generally, they can be counted for the county in which they are located.

However, there are a few Independent Cities that straddle two or more 
counties. Not certain how hams in those few cities determine for which 
county they are counted. Perhaps it is a proximity thing (i.e. which county 
are they closest to.) I presume then, that it may be up to the individual 
Virginia ham to decide which county to claim as theirs for purposes of 
county awards.

I am attaching the map, table and directions (ZIP FILE) for the CQ USA-CA 
Award for your info. It may be useful.
