Generally, they can be counted for the county in which they are located. However, there are a few Independent Cities that straddle two or more counties. Not certain how hams in those few cities determine for which county they are counted. Perhaps it is a proximity thing (i.e. which county are they closest to.) I presume then, that it may be up to the individual Virginia ham to decide which county to claim as theirs for purposes of county awards.
