Mike, Several possible reasons come to mind:
1. You are not logged in as administrator. 2. Your 2006 db was moved by way of a CD and you didn't change the file properties to remove the readonly permission after copying from the cd to your new machine's hard drive. 3. You didn't get a solid install on the new machine of DXbase and would need to reinstall per the instructions on the help file.
