The DATE is really YOURS to call --- I can not find a definative DATE anywhere 
--
BUT -- I have used the Feb 28, 2010 in the current REFDATA.mdb file for any of
the RU changes that I had already included ... THERE was probably a PHASE-IN
over time -- and, FYI -- looking at the SPOTS from DXSUMMIT -- the earliest
RI1FJ is spotted on  Aug 24, 2010 ... and the earliest  RI1AN  Sep 20, 2010 ..

I recall that we got the info about the earliest READING of the RU Prefix 
updates
in EARLY 2010 --- but, this last RU Prefix reading is different from that early 
one ..

I am going with  Feb 28, 2010 for the LAST full day of the old method ...

I recall that the email I rcvd from the RU callsign/pfx expert (DXbase-wise) 
mentioned
that the date for the breakup of the soviet-union and the follow-on 
prefix/callsign changes
were made OVER a period of time .. NO EXACT date -- so, the date of   DEC 31, 
1993
was selected to be used for DXbase ... 

I can see that with the RU pfx/calls there is nothing hard and fast to get your 
hands on..

If someone finds a DATE that is CERTAIN/FIRM then we can change at that time.
