I have noticed the same problem, and wondered how I would list qsls with 
multiple qsos.  I have also sent an email to ARRL explaining the problem, 
and asking them if there will be a fix.  Don't know if I will get a 
response.

There is a way to get around the problem of multiple qsos on the same card. 
After importing, if you go to the list that is displayed under the "Enter 
Qsls" tab, you will find an edit button available for each qsl listed.  You 
don't have to actually change anything, but if you do an edit and save, that 
entry will be moved to the top of the list.  By doing this for each qso on 
cards containing multiple qsos, they can be grouped together at the top of 
the list.

It looks like this will work until they fix the import function so it 
doesn't change the order from the way it was in your adif file.
