They are new IOTA counters
They are called "provisional" as IOTA have some complicated rules about
"activation" (like a minimum number of QSOs to be made) before the IOTA
"counts"
Once an IOTA has been successfully activated then the "provisional" is
dropped
I will keep my opinion of that BS to myself!
So they can be added to the IOTA database in DXbase
Note also in the lurid details of the announcement that SOME of these "new"
IOTAs have been split off from current ones and have in fact be activated
before under an old IOTA number
BUT!
They do not count for the "new" IOTA until a new activation has been made
after the date of announcement of these new IOTAs. Then old contacts may be
transferred to the new IOTA
Get it? :-) You can see why IOTA struggles for popularity!
