Neal, I knew that KB917607 was the tag because of the following webpage:
https://support.microsoft.com/en-us/kb/917607 This is the webpage where we start the download of Winhlp32.exe YOU had mentioned about Windows Updates -- so, I thought I would look at my Windows Updates in the Control Panel/ Uninstall Programs and sure enough -- the entry for KB917607 was right there as a WINDOWS UPDATE .. REMEMBER that I already had a GOOD Winhlp32.exe on this computer, so I do not know how this will work with a 10KB Winhlp32.exe .. I would think that IF there is an entry in Windows Updates for KB917607 -- then my method should work there also..
