On February 17, 2009 President Obama signed into law The American
Recovery and Reinvestment Act of 2009, providing us with a tremendous
opportunity to transform healthcare in the United States. The law

1, $8,000 in year 2, $4,000 in year 3, $2,000 in year 4, penalties (in
the form of lowered Medicare payments) starting in year 5.
