[Dynapi-Dev] Browser.js variation

As the topic of ns6 was being dicussed, I had a look as the browser.js
file.  I've attached a variation that I've implemented in my own version
of the API.  I didn't need the Browser() function anywhere else but
"is".  So I decided to create a single object instead of creating a
class and them instantiating that class as "is".

If my logic is wrong, please tell me.
