Yes, I was experimenting with it, I put up your examples here:

I simply tried ;
DragEvent.enableDragEvents(myLayers[0])
Which makes the bottom layer draggable, but it is not managed anymore then.
I also noticed just now, that if you click on layer 9, layer 8 gets the
focus sometimes??
(with or without drag code)
