Summary: onClick does not work in NS4 with setHTM

Initial Comment:
onclick does not respond when over anything in the 
layer that is from a setHTML command (text,image or 
dynimage) Layers also have dblclick and it fires as 
well as all other mouse events (over,out,down and up) 
Tested against 2-28 snapshot as well as older 
snapshots.  Previously resolved this by adding an 
event layer on top, but with the latest snapshots(I 
believe correction for ie similar problem) this layer 
addition disables the events in ie.  Maybe something 
similar to what was done for ie needs to be done for 
ns4

These layers also have dblclick, but it was 
malfunctioning before this addition.

Additional problem, dblclick does not activate under 
NN6
