This odd behavior occurs when the Browser is resized. Steps to recreate issue: use ..dynapi\examples\dynapi.gui.scrollpane.html as the source in a two frame Frameset. Load the Frameset page in Netscape 4.7. Everything should look fine. Now resize the Browser. The ScrollPane will disappear unexpectedly.
