Well I was told that for DynAPI version 2.5 dynlayer was a complete 
rewrite. so some where between version 2.4 and version 2.5 the z-index 
for netscape browsers broke (also reported in Bug #456245).
I believe that this.elm is set correctly because this.css is gotten from 
this.elm, and without the this.css the zIndex is cannot be set.  At this 
point i'm not sure what is exactly wrong and how it should be set, if I 
did I would change it.  What I would like to know is who has worked on 
dynlayer.js in the past and what did they change to set the elm and css 
variables.
